Opinion: Calif. tribes on 'defensive' after recall

"California's Indian tribes, which had been mired in poverty for generations, achieved a multibillion-dollar monopoly on casino gambling in the state through the unusual combination of high moral positioning and lavish spending on amoral politics.

In essence, the tribes stonewalled while amassing millions of dollars for a political showdown. They spent heavily on campaign contributions and lobbyists to cultivate legislative support, on television ads and other forms of opinion-bending to fix the notion that tribal gambling was self-help to make up for generations of oppression by white society and eventually on campaigns to pass two ballot measures."
